UTTIPEC Processing

The project was discussed in 66th UTTIPEC Governing Body (GB) meeting held on 26.09.2022 under the Chairmanship of the Hon’ble L.G. of Delhi. The project was discussed in detail. The observations & decisions of Governing Body meeting are as follows:

Observations:

i).   Based on the findings of the draft Comprehensive Mobility Plan of Dwarka, it was observed that the Public Transport service within Dwarka is on a lower side which is one of the factors leading to increased motorization of trips which is adversely affecting the congestion on roads within Dwarka. Accordingly, a dedicated city / subcity bus service / public transport system needs to be planned out for Dwarka sub-city. 

ii).   The identified Circulator Bus Routes within Dwarka as suggested by WRI & SPA was agreed upon by the Transport Deptt., GNCTD  

iii).  It was informed that the Circulator Bus Routes identified under the draft Comprehensive Mobility Plan of Dwarka-2041 have been discussed and agreed by the Transport Deptt., GNCTD. Accordingly, the Transport Deptt., GNCTD, in consultation with SPA, Delhi (consultant of the instant proposal), have accorded approval for introducing 33 Mid size buses at the earliest. The proposal has already been put up for Cabinet approval and is aimed to be implemented shortly.  

iv).  It was informed that to augment the Last mile connectivity, Transport Deptt., GNCTD is giving DMRC 136 permits for fleet aggregators. The last mile services under these permits will be Geofenced within Dwarka i.e. the operator will not be allowed to operate outside Dwarka and in case of any violation, the aggregator will be held accountable. It was suggested that such modes of transport may be colour-coded for easier identification by enforcement agencies. 

v)   Transport Deptt., GNCTD to expedite the preparation of Parking Area Management Plans (PAMP) for providing a comprehensive solution to parking related issues in the area. 

vi)   The need for providing additional / new links to Dwarka sub-city and by-pass roads from adjacent Cantonment area was acknowledged considering 37% of the vehicular traffic on Dwarka roads is by-passing traffic. It was informed that such proposals are part of the long-term proposals of the Comprehensive Mobility Plan of Dwarka. 

vii)   The Chairman directed that the projected travel demand/ traffic for the horizon year for CMP Dwarka to consider the other upcoming projects like 2nd Diplomatic Enclave, Bharat Vandana Park, International Exhibition cum Convention Center, Smart Hub Dwarka, Freight Complex etc. 

viii)   The Chairman directed DDA to present the long-term proposal regarding new links, by-pass road etc. along with other medium to long term proposals in a separate meeting wherein representatives of Cantonment Board of Delhi be also invited for their inputs. 

Decision:

The proposal of “Immediate and Short-Term Improvement Plan” and “Medium and Long-Term Improvement Plan”, as part of the Comprehensive Mobility Plan for Dwarka (K-II) Zone as presented by DDA, was approved by the Governing Body subject to compliance of above observations of Governing Body.
